Biden’s Title IX Proposal Reflects Action Memo from Soros Funded Group Pushing Gender Identity into Rules

FIRST ON FOX: The Biden administration’s sweeping Title IX proposal, which would introduce gender identity, mirrors an action memo from a George Soros-funded advocacy group quietly working with the administration on policy, according to a Fox News Digital review of documents.

The Title IX proposal, unveiled last Thursday, includes rules about anti-transgender bias in schools, reversing Trump-era guidelines. Governing for Impact (GFI), a secretive liberal nonprofit whose board consists of a high-ranking Soros director, has prepared a similar legal memo for the Education Department in structure and reasoning.

“The Trump administration has weakened protections for transgender people under Title IX of the Education Amendments of 1972 (Title IX) by repealing previous policy statements, changing its enforcement policies, filing declarations of interest in lawsuits, and threatening to cut funding for schools. Supporting transgender students” reads GFI’s memo to the Department of Education.

A backbone of the Biden administration’s proposal includes expanding the language to bring in gender identity and sexual orientation, which GFI advocated in the memo.

GFI’s legal policy note recommends “applying enforcement rules that include sexual orientation, gender identity, and transgender status; and that Title IX and its implementing rules require schools to treat students by their gender identity for Title IX and not to discriminate against based on sexual orientation or gender identity.”

A spokesperson for the Department of Education did not directly address questions about GFI’s involvement, telling Fox News Digital that the “proposed rule has been developed through a transparent and public process, including stakeholder involvement and a public hearing and comment process, including hundreds of comments and feedback regarding the protection of end discrimination based on sexual orientation and gender identity.”

“The department continues to welcome feedback from all parties on the proposed regulation to ensure Title IX can deliver on its full promise and protect all students,” the spokesperson said.

GFI, which has maintained a shadowy presence, has been working quietly behind the scenes with the Biden administration, boasting in internal memos about the implementation of more than 20 of its regulatory agenda items as it seeks to undo Trump-era deregulations. by focusing on education, health care, housing, labor, and the environment, Fox News Digital previously reported.

GFI’s website does not appear on internet search engines but is discoverable by those who know the URL. It contains dozens of legal strategy memos for shaping executive orders and regulations.

However, the memos generally do not identify their authors. Some show partnerships with outside groups such as The National Student League Defense Network, Berkeley Law School’s Center for Law, Energy and the Environment, and the Economic Policy Institute.

According to an internal group slideshow, the group has prepared legal policy papers for at least ten federal departments and agencies. They also produced ten administrative leads as of 2021. The slide also featured multiple federal officials as part of the “listening tour.”

GFI, meanwhile, is not a standalone non-profit organization. Instead, the New Venture Fund, a nonprofit incubator managed by DC-based consultancy Arabella Advisors, is sponsoring it fiscally. This setup allows GFI to avoid filing tax forms with the IRS.

The group’s attachment to the Arabella-Advisors dark money network, which raised $1.6 billion in anonymous donations in 2020, is untraceable from public records. The New Venture Fund does not list GFI as a trading name in its DC business files.

However, GFI’s links to the New Venture Fund can be found in George Soros’s Open Society Foundations (OSF) scholarship database. A database search shows that Soros nonprofits sent $12.98 million to GFI and its action fund in 2019 and 2020.

The Foundation to Promote Open Society awarded GFI $5.53 million. Meanwhile, the Open Society Policy Center sent $7.45 million to GFI’s action fund. The Sixteen Thirty Fund, also managed by Arabella Advisors, sponsors the action fund fiscally.

GFI also has additional links to Soros’s network. Tom Perriello, the executive director of Soros’ Open Society Foundations, serves on GFI’s four-member board.

Parker Thayer, a research researcher at the Capital Research Center, told Fox News Digital, “Governing for Impact is the ultimate example of the ‘dark money’ the left pretends to hate. It works completely in secret, it is funded by a billionaire, that billionaire’s cronies run it, and it influences policy directly from the shadows.”

“The idea that a group so deeply ingrained in Soros’s pocket is in charge of regulations that affect the education and safety of almost every child in the country is deeply disturbing and should be investigated immediately,” he said. Thayer.
